What about putting up just a frame to indicate that a building had been
there, without filling in the details?

As Jim said earlier, the NPS position is not to rebuild those places already
gone. I would think that is a financial decision, since the cost would be
quite steep. However, one consideration would be a public-private
partnership similar to what was done with the new VC.
