I'm sure costs is a consideration, but I suspect it is more a matter of 
policy.  And with many of these long gone buildings, the Park has no 
documentation as to exactly how they appeared.  They's be forced to replace 
them based on rather general descriptions, or, in many cases, no description 
at all.  They will only restore existing structures based on what can be 
documented.
