GDG- The question of Meade's lack of attacking lee

Was Meade referring to "U.S." soil or "Pennsylvanian" soil? A lot of 
people back then really thought of their state as their country, and 
with Meade being from Pennsylvania, I've always wondered about that in 
this exchange...
