Well, it does depend on context, I suppose.  But if one were to make a  
comment like "Dan Sickles and Pete Longstreet were the best two high commanders  at 
Gettysburg!" I suppose that would fall under the heading of "inciting a  
discussion".  With malice aforethought, even.
