Dick,
I've seen this said about "When this Cruel War Is Over," on both sides, but 
not "Lorena," and would think that "discouraged" might be a better word than 
"banning," even in that case. I can't think how an outright ban would be 
ordered or enforced, except on a localized basis. (Who argues with word 
passed down from on high, even if that's the colonel?)
