One more datum to add:  Governments haven't changed much in 145 years.  Both 
the Federal and the Pa. governments had authorized the processing of damage 
claims, but neither had allocated sufficient funds to pay all claims in 
full.  Abram Bryan's receipt of $15 on a claim of over $1300 was indicative 
of the funding of claims payments - typically around 1 or 2 % .
