GDG- Civilians after the battle

The Bliss family did not receive compensation for their losses. I believe Abraham Bryan filed a claim and received $15. To receive compensation, you had to have proof that the damage was not caused by he act or war or that said damage had been performed by the ANV. I think Bryan had a receipt from a cavalry officer for fodder and that is why he received some form of compensation. The Bliss family fought for years and received nothing. They sold their land to the Codori family and left the area.
It has been suggested that since the county voted Democratic in 1864, this position adversely affected the compensation process.

Were the civilians of Gettysburg able to make claims to the government to pay for the damages done to their land as a result of the battle?  If they were rewaded for the damage how long did it take to receive it?
