If you take the percentage of unknowns in just Salisbury, NC National Cemetery, Arlington National, Chattanooga National and Hollywood in Richmond  you get approximately the same 45%.  Sometimes, though, in smaller cemeteries the number is quite dramatic. Of 300 confederates buried in a soldiers' cemetery in Forsyth, GA, 299 are listed as 'unknown'.
