This is blank firing, as you can see from the lack of recoil as well as the buildings down range!
Here is an interesting web site, selling cannons of various types. And they provide a whole slew of videos of live firing of cannon loaded cannon, firing balls, not blanks, downrange at what looks like a vintage APC as a target. You will notice the recoil of the fired piece and also the puff of smoke (dust?) when the round lands. You will also notice the accuracy of the weapon. Since the flag on the target appears to be a First National I have to assume that PBO is a Yankee firm. Even the Rebels recognized the superior accuracy of Union artillery! :>)
