GDG- Sickles & Birney

In "watching" the events of Day 2 unfold, I was struck by the fact that 
during the day as Sickles gradually moved out towards the Emmitsburg 
Road it seemed that it was always Birney's division that was doing the 
gradual moves (coupled with Randolph's battery). It wasn't until very 
late in the progression that Humphreys's division went out (en masse).

I'm kinda wondering how much involvement Birney had in the decision 
making to head out towards the Emmitsburg Road. Pfanz states "Although 
General Birney had been heavily involved in the actions of the Third 
Corps on that fateful morning, his fellow division commander [Humphreys] 
had marked time in something of a vacuum."

When he states "Birney had been heavily involved" - was he hinting at 
more than just moving his troops around at the bequest of Sickles?
