Andy, it is true that Lancaster is about 40 miles from Harrisburg. But it is not 40 miles south of the Capitol city, Lancaster is south east. We here in Lancaster are about 22 or 23 miles south. Just a minor point but one that should be noted.

and that information had the AOP behind the Potomac River and not on the

Based on the movements the AOP were to take, it would make sense to have the
cavalry on that flank. Lee was moving north towards Harrisburg, meaning
Lee's army would be spread from Lancaster / York towards Harrisburg.
Lancaster is significantly more south (like 40 miles) than Harrisburg and
more in line of march for the AOP, and in an area where Stuart would be more
likely to determine their movements than where Lee's headquarters would be.
If Stuart stays close to Lee, he is not in an area where he is able to spy
on the movements of the AOP, nor really able to block or screen the AONV.
Of course, this is all based on the AOP staying in camp on the southern side
of the Potomac, but Hooker threw all this out the window by moving the army.
But Lee was not aware of that fact and we have what transpired.

But doesn't your reasoning support keeping Stuart closer to Lee's
Mission...The fact that there was no Gettysburg in the Plans would seem, to
me anyhow, to keep my "eyes" closer to Lee...There may not have been
Gettysburg in Lee'sPlans - but there was a 'Gettysburg' somewhere in those
Plans...
