Because in the excitement of battle, when firing as quickly as possible, 
without taking the time to aim carefully, there's a tendency to pull the 
trigger before the sights are aligned and the barrel is level.  This causes 
a lot of rounds to miss high.  Also, once you get out to 200 yards or so, a 
man isn't really all that big a target compared to the size of the sights. 
The troops needed to be reminded to deliberately pull the sights down onto 
the center of mass for a better chance at a hit.
