Brigadier General Rowley did get drunk during the July 1, battle. I don't
know of a court martial, I thought he ended up in Maine. Draft duty if I
remember correctly.
If memory serves correctly, he didn't get drunk on the eve of battle, he was
getting drunk during the battle. Check Larry Tag's book "The Generals of
Gettysburg", there is a brief bio on Rowley.

Esteemed GDG Member Contributes:
I heard the General was drunk during the battle and was court martialed.
Any sources other then Sears Gettysburg? Were their excerpts from the
proceedings.
Did he have previous bouts a la Grant with the spirits?
It amazes me that a Major General could on the eve of Battle be so
irresponsible.
Poor General Birney who had to suck it up as if Rowley was effectively as
shot as John Reynolds!
