I remember reading that a while back, and it is not fresh in my mind. From
what I recall, the author started with the premise that the photo was real,
and found facts to support that premise.  I'm no historian, but I know that
is backwards.

One (or more?) of Frassanito's books covers the "sharpshooter" series quite
well, and, I think, describes a far more likely scenario for how that
picture came to be.
