The most I can say is that it may posisbly be Lincoln.  However. there were 
a number of mounted men in the procession wearing high top hats similar to 
Lincolns.  Specifically, the parade Marshall's, who can be seen in 
photographs of the crowd around the speaker's platform.  They can be 
identified by the white sashes they wore.  (For those with a copy of 
Frassanito's "Early Photography at Gettysburg", see detail image 59d, on 
page 165, which shows the mounted parade marshall's very clearly.)  I can 
tell for sure, in looking at the enlargement of the section of the 
photograph possibly showing Lincoln, whether the individual in question is 
wearing a sash or not.
