I have led scout groups around Gettysburg out of both the Round Top and
Artillery Ridge Campgrounds. Both are very accommodating, but they are
primarily RV parks, hence you'll end up on an RV pull-thru most likely.
The KOA to the west of town is a bit better for tenters, but still more
an RV family camp than a true tent and dining fly area.
However, don't forget the Park's Youth Campsite on the former WPA work
camp in McMillan woods. Pound for pound, If you can get a troop/group
to wait out the lottery system for a site, it's the best place for large
youth groups to stay in Gettysburg. You're removed from the RVs and
such, off in a special set of sites right on the Confederate battle line
(some entrenchments are still visible near the east side of camp, back
in the woods).

The NPS site has more info, but give the campsite lottery a shot first,
then resort to the commercial sites if you need to. All-in-all, the NPS
site is a better experience, true camping instead of tenting on an RV
pull-up.

> As for Antieteam, the C & O Canal national Historic Park has camping grounds at Antietam Aqueduct which are very close by. It is approximately 5 miles from the Visitor Ceneter. I stayed there many times as a Boy Scout. It has running water in the normal camp season. It doesn't have showers though. If you contact the C & O Visitor Ceneter in Williamsport, or Park HQ in Hagerstown they can give you a full run down. The area is very historic.
