GDG- Water Park proposed for Gettysburg

Jim,

It pretty much boils down to money.  Someone and/or some organization has to purchase land or, at the very least, an easement running with title to the property, in order to protect it.  The NPS cannot acquire land outside of park boundaries.  Zoning can help, but zoning laws can be changed, and this is still an area that is not terribly comfortable with zoning.  Where the land is still owned by the heirs of the original owners, if the heirs are interested in historic preservation that can help keep the price down, but the fact is that, when an estate's principal asset is decidely non-liquid but taxes and other expenses still must be paid, owners often are not in a financial position to turn away would-be commercial buyers indefinitely.
