Gun powder is a little too generic so I will use the term Black Powder.
Black powder is basically the same as it was 2,000+ years ago. The
quality of gunpowder depends on the milling process and packaging
process. The size of the particles and how well they are mixed as well
as purity of the ingredients can affect the quality. 

 

Packaging is also important because you literally had to keep your
powder dry. John Gibbon's artillery manual is available on line through
the US Regulars website. There is some information there about how
moisture affects black powder.
