Have no idea what criteria and procedures they use, but the Batchelder/  
Coddington award is given by the Robert E. Lee CWRT of Central NJ.  I know  some 
folks from that place, and am surprised they didn't consider "Plenty of  Blame 
To Go Around", as they all read new books on Gettysburg.  Hard to  miss this 
one, IMHO.
