GDG- Electric map's future isn't in Gettysburg

Ok, I'm confused. If the map can't be moved - how does it get to Carlisle or Long Island or DC?
Is it just that there is no place for it in the new VC? Or because the new owner has to foot the bill, it really doesn't matter where it goes - it is just the NPS can't afford to move it? I am just trying to understand what might just be a poorly explained article on this issue. I am not commenting one way or the other on the map. The article could just be leaving some info out; or my brain is just too simple to understand.
