If you read William C. Davis' book "A Government Of Their Own" about the  
creation of the Confederate government down in Montgomery, you will soon learn  
that this deep Alabama city did not suffice to be Confederate capitol on 
several  levels.
 
But Pres. Davis, and in particular the powerful Georgia politicians should  
have forced the Atlanta issue for it would have kept the capitol deeper in the  
South and, most importantly, would have given the Confederate government  an 
all-fronts view of how to defend their nation rather than their  
eastern-centric view they took when it came to Richmond.  It was this lack  of an 
all-fronts view that would cost them the war.
 
If they could not get Virginia, after Lincoln's demand for troops, to  secede 
without Richmond as the capitol, then you have to question Virginia's  
loyalty to the South.  Putting it there was sheer strategic folly of the  highest 
order.
