Oh I do not know -- there have been some competitors... :>)
But definitely within the time frame that the GDG covers, there is no
doubt about Buchanan's status!
   Take care,

  GDG Member Robert Lawrence Contributes:

IMO Buchanan was the worst President in the History of the United
States.

Ah, what a political hat-trick of nonentities so deserving of their
nonentity was this nation blessed with in the years preceding the war: And
Millard Fillmore begat Franklin Pierce and Pierce begat James Buchanan and
Buchanan begat our greatest national calamity.
I agree that Buchanan, mostly through sins of omission rather than
commission, was the worse of a bad lot of presidents and far outstrips
Grant, as another member labeled Buchanan's equal on the bottom rung of
commanders-in-chief. Grant was not a good chief executive, but nothing he
did --- or didn't do, for that matter --- led to the greatest effusion of
blood in the nation's history.
Or course, the award for the greatest presidential non-entity, IMHO, has
to go to Pierce, after all he was passed over for re-nomination by his own
party in favor of Buchanan, whose only qualification for being a
presidential nominee seemed to be that no one could find anything at any
time or place he ever said about slavery.
    With regards,
       Chet
