GDG- "Inner circle"

I'm inclined to see it as a general term, rather than a connotation of any 
specific plan. Lee couldn't move north for too long without having to make 
a turn to the east, and the AOP would more or less naturally be moving on 
the shorter arc, in closer to Washington as it covered the capital.
