I was reading the account just yesterday of an officer of the 123rd  Illinois 
Mounted Infantry of Wilder's Lightning Brigade and how he described  that the 
command just came down off the Walden's Ridge in front of the city and  
surprised the heck out of the mingling Confederates across the river - who were  
soon scattered when Lilly's Battery started lobbing shells at them!  A sort  of 
"what the heck are they doing over yonder?" type of thing.
 
Bragg WAS proactive, however, when he made the move into Kentucky - even if  
it was actually Kirby Smith's idea to do so!  The Confederates needed a lot  
more of that.
