part of the reason is that reenactor units are having a really hard time  
getting young guys to join them.  The local unit in Clarksville is having  just 
such troubles as kids just don't seem to care enough to join - and it is  
expensive!
 
Thus, the well-drilled troops are all too old for the ranks they play  
(privates through at least captains) - which is the major reason that "Cold  
Mountain" got filmed in Romania using their army.  Right age - right  look.
