You have hit on the crux of the dispute (I'm glad you did! I've been biting 
my electronic tongue for the past two days on this issue) . The LBG's, 
IMHO, don't dislike the idea of a reservation system, nor do they fear the 
NPS collecting guide fees; they are against the NPS informing the IRS (via 
1099's) of their income!
My business requires the use of IC's where the IC's are scheduled through a 
dispatch system, the company bills the customer, and pays the IC's every two 
weeks. The only objection from some IC's is the issuance of 1099's at the 
end of the year; some want to work "under the table" (i.e., no taxes) so 
they do not work with me.
I'm guessing that some of the LBG's are worrying about the loss of a 
substantial tax-free income, and the IRS is licking its chops over this new 
source of revenue.

<<will have to issue the guides 1099s. I don't think there is a problem
with them being contract labor. The park cannot set an individual guides
hours, the guides do not use NPS equipment to give the tours and has a
very limited right to hire and fire an individual guide. BUT since they
are dispersing the funds they will have to issue a 1099 to anyone making
over $600 which is quite a change for an individual who is currently
being paid in cash with no record of what they receive. >>>
