GDG- Tour guide group to fight new rules at Gettysburg Battlefield

<< I don't think you have any problem, there. A lot of tourists self-tour 
and that's not a problem, even if it's a family group and one member of the 
family is particularly knowledgeable.  The whole licensing issue comes when 
it is being done on a more commercial basis. IIRR, special use permits are 
for more formal events.

That's one reason the GDG obtains permits for the Musters, and the non-LBG 
tour guides are given a copy to carry with them.  With the number of people 
some of our tours attract, they can easily look like something somebody is 
charging for, and it saves a lot of explaining should a Ranger choose to 
stop and ask.  (Although it wouldn't surprise me if they are also briefed 
when an organization such as ours is known to be holding an event involving 
such tours.)
