GDG- ACW Dog Tags

In reading the posts, on "The Harvest of Death Mystery" it occurred to me that a portion of Union troops wore metal dog tags.  If they did, then some of the honored dead pictured in the mystery photograph were appropriately identified by name and unit for later burial in the national cemetery.  It may be that what is a mystery to us was not a mystery then.  Does anyone know what proportion of Union troops wore privately purchased dog tags or what proportion of Union units bought them?
