Penn State has a Civil War Era Center within The College of the Liberal Arts
that offers courses re: the CW.  You can check
http://www.richardscenter.psu.edu/ to see what the current offerings are.
Although I doubt that they offer any CW courses, you might check with Penn
State Great Valley at http://www.gv.psu.edu/ near Philly to see what they
have.
