I suspect that this is the difference between when the colonel issued the warrant for his promotion and when it was recognized for Federal purposes, i.e., pay and pensions!

Another possibility is the difference from when he was told he was being promoted and when the actual promotion was made.

Have you seen his CMSR? That will show the exact dates.
