Tom,

Butterfield is mentioned several times in Nevin's **Wainwright**...I
think Wainwright was willing to give him a chance...he seemed to think
that Butterfield *could* have really applied his expertise (as a
civilian) to implementing others' (trained officers) ideas:

"Butterfield has been pushed forward faster than almost any other
civilian who has not been an avowed political appointment...there is
great danger that his head has been turned and he may believe himself a
militray genius, so he may be attempted to riginate, instead of simply
applying his good sense and energy to the carrying out of other people's
ideas."

Later, though, he had to admit:

"Butterfield has not made so good a chief of staff as I expected.  Much
to my surprsie he does not seem to have practical common sense in all
points, the very trait of character in which it was supposed he would
excel.  He is most thoroughly hated by all the officers at
headquarters..."

I think he's an interesting man, myself.
