Meade was able to order his trains back, and get along without them for a
few days, because he was in friendly territory. There was no immediate
threat to them once parked in the rear, and if he did have to maneuver,
could still either keep a supply line open to them, or if necessary,
reestablish a supply point elsewhere, such as at Frederick. Lee, being in
hostile territory, didn't have that flexibility. Captured supplies not
immediately required by the army could be sent back, but his own trains
needed to be kept reasonably handy to the main body. He could not risk
maneuvering away from them and possibly having his supply line to them
broken, to the degree Meade could, because he couldn't count on being able
to establish new railheads, or replace any supplies he might loose access
to.
