Hello,

      The order against plundering was a mere a formality.  Lee came North 
with the express idea of living off the land and the resources.  In any 
army this does include soldiers foraging for themselves private 
property.   In this army, that private property also included free blacks 
who were shipped south.

As far as the order, it was wink ,wink, nod, nod.
