Regarding his policy against plundering, wasn't part of Lee's motivation tied up in the hope that the war-weary northern people would increase their demand for a negotiated peace following a successful campaign in Pennsylvania? Restraint by the ANV might have contributed to a more favorable impression of the Confederacy, while bitter feelings and a resolve to put down the rebellion may have resulted from open plundering .. Great questions. Here's my short answer to 2)

No. The whole purpose of Lee's orders was to restrain personal plunder
(and the resulting demoralization of the army) and conduct a Christian
campaign, not to restrict the acquiring of goods for the army.
Coddington makes this point, and many others. 

Ewell was in charge of the leading infantry corps into Pennsylvania, and
was responsible for wide-ranging acquisition of supplies. He actually
issued his own orders, in support of Lee's, and, if anything, they were
more draconian with threats of death and the like. And Ewell actually
did execute Confederate soldiers in Pennsylvania for both desertion and
for plunder, I believe (and "branded" some others). Certainly Ewell
would not have seen his actions as inconsistent with his orders.

Can you give us a few quick details on the "blackmail" - I am familiar
with similar Confederate attempts at Hagerstown, Chambersburg (which was
burned), and I believe York, but memory fails me a little on Cashtown.

What does Phanz give as the reason heth went to GB? Do you agree?
Was Ewell in violation of Lees General order about looting when he
Blackmailed Cashtown?
