I agree, I would've been interested to see what Cleburne could do in the East, particularly as a corps commander, but he was still pretty junior in mid-1863 - doubt anyone was thinking of him for corps command at that point.
A.P. Hill made sense - commander of the Light Division, etc. I've wondered about Stuart too, he did take over for Jackson at Chancellorsville - perhaps Lee didn't want to do anything with his cavalry command, though, especially considering its superiority to that of the A of P's up to that point?
