Indeed, Tom - a very pertinent point. In fact, one of the flaws of 
the entire Confederate war effort is the reliance on old army 
seniority by Davis and 'ethnicity' (what state you were from, what 
social class, etc.) by Lee and others. An insurrection must allow the 
cream to rise to produce the best leaders for the fight, both 
politically and militarily, and this was not often the case in the 
CSA. Witness their continual return to failed generals such as Bragg, 
Joe Johnston, Beauregard, etc. because of their seniority. Contrast 
that with Lincoln's willingness to reach down to junior officers.
