There is no objective way for anyone living today to accurately characterize the dynamics of Meade's meeting.  In my career I have walked into many a meeting in which I had already made my decision, but I allowed my subordinates to offer their recommendations without having told them that I had made up my mind.  It is an effective way to get feedback and judge the merits of the decision I already made.  If everyone disagrees with me and I still thinkl I am right, the final decision is to do it my way.  Meade was a decisive person.  He was practicing good management, not wishy-washy behavior.
   
  One thing is clear about the contrast between Lee and Meade - The AOP had much better "concert of action" at Gettysburg, thanks to Meade's style.  Lee acknowledged that his lack of success was due to his lack of concert of action.
