Jim,
We know that Jerome had multiple enlisted with him. Buford put him up in the
Cupola. When Jerome sighted Heth, he summoned Buford by sending a dispatch
through one of his Couriers. He may have been assigned couriers by Buford
(or corp), but he had couriers. I think Jerome was on temporay duty himself.
the Signal Corp was just being organized.
