Yes, I think that was probably the case.    It seems that it was typical to 
have one Signal Officer (usually a Lt.) with two (or perhaps three) flagmen 
assigned to him.   The flagmen were usually a Private or Sergeant.   Stone was a 
Private, though was Acting Sergeant during the early part of 1863, according 
to his morning report book (which I also have).
