According to James McPherson in "Battle Cry of Freedom", five bridge burners
 were executed. During the same period, following November 1861when East
 Tennessee Unionists believing that Union help was on its way started taking
 action against the Confederates, the Confederates declared martial law,
 imprisoned hundreds of unionists, and arrested and shut down the presses
 (turning them into an arms factory) of Unionist firebrand "Parson" Brownlow
 (in March 1862, the Confederates, coming to the realization that they had
 allowed Brownlow to become a martyr, released him and transported him to the
 Union lines. This occurred just over a year before the infamous Valandingham
 exile to Confederate lines).  The fate of East Tennessee was a source of
 great turmoil to President Lincoln.

I don't know if or when the US government made a connection with Benjamin,
 but the correspondence is in the OR.
