In addition, the park plans for demolishing the building cleared Section 106 
review by the Advisory Council for Historic Preservation in April 1999.

The whole thing makes me wonder about the timing of the suit.  All these 
decisions were made, and the plans became a done deal (apart from funding), 
years ago.  The project is now far too far along to stop it and say "never 
mind."  And would the plaintiffs even have standing in this matter?
