For field artillery pieces such as used at Gettysburg, the propellent charges were made up in advance, in fabrich bags, and typically affixed to the projectile to form a complete cartridge or round of ammunition. Some pieces loaded the projectile and powder bag separately, but even there any reference to ammunition on hand would include both.
