GDG- Rebel Gunpowder Supply - July 3 Bombardment

Can anyone comment on whether there was a gunpowder supply shortage or
gunpowder quality problem for the Army of Northern Virginia in the
G'burg campaign, esp. that affected the July 3 bombardment?

There seems to be contradictory evidence...it seems to be conventional
wisdom that the Confederacy developed a reliable and quality supply of
gunpowder due to the efforts of Messrs. Rains, Gorgas, Mallet, etc.
However, E.P. Alexander comments in **Battles and Leaders** and/or his
**Memoirs** that he envied the Union for its ready and excellent
ammunition.

Is the strict definition of "ammunition," esp. for artillery, a
combination of powder, shell, and fuse?  Could "ammunition" and "powder"
be used interchangeably?
